Horizon Defence Systems is a cross-industry Alliance of Australian small-to-medium sized enterprises (SMEs) that are working together under a formal collaboration agreement and corporate structure to contest specialist materiel supply contract opportunities put to tender by the Australian Department of Defence and related Australian national security agencies.

We are the new Australian in Prime Systems Integration, and our mission is to bring the best in Australian ideas, skills & technologies together to enhance soldier performance and safety within the delivery of Sovereign capabilities to the Australian Defence Force.

Our initial business focus is on serving the requirements of Australia’s future combat soldiers, however, we have high ambitions and intend to progressively expand the benefits of our innovative collaboration model to the Royal Australian Navy and Royal Australian Air Force.

Many of our members are also global exporters. So as opportunities present themselves, Horizon Defence Systems intends to conduct coordinated activities consistent with the objectives of the 2018 Defence Exports Strategy.

The story of Horizon Defence Systems began with the 2015 Defence First Principles Review and reforms to Defence contracting approaches that are now materialising in the form of large multiple-item Prime vendor contracts. The current LAND 3025/2 solicitation is one such example, where literally hundreds of items across 39 different categories are being sought to sustain current, and enable future, ADF counter-CBRNE capabilities.

Such packaging of Defence solicitations makes it very difficult for Australian SMEs to individually respond to unless they elect to fall under the wing of a generally foreign-owned Prime, or they step up to overcome historical competitive differences and embrace collaborative working and open information sharing arrangements that ensure the ‘strength of the many’ adds up to much more than the sum of individual capacities.

The Australian Government has expressed a policy intent that through the $195 billion of expenditure under the Defence Integrated Investment Plan it intends to foster the growth of Australian defence industry that possesses sovereign capabilities that contributes to the maintenance of freedom of operations by military commanders. Horizon Defence Systems believes that the realisation of such policy intent will best be achieved by encouraging Australian-owned SMEs to come together under collaborative working arrangements to pursue defence business opportunities.

Hence the development of our unique corporate Alliance model, and the formal launch of Horizon Defence Systems at the 2018 Land Forces Conference and Exhibition in Adelaide. The attributes of our Alliance, and the story of Horizon Defence Systems, is nevertheless best told by our own founding members.
